Patrick D. Kelly
Mr. Kelly is a partner in the law firm of Steptoe & Johnson. He received his undergraduate degree from West Virginia University (B.S. Finance) and his doctorate of
juris prudence from the West Virginia University College of Law.
From 1997 to 1999, Mr. Kelly served as General Counsel to the Governor and Chief of Staff on all matters related to the operation of
West Virginia state government, developed policy and strategic plans, and drafted and lobbied for the passage of legislation.
Mr. Kelly specializes in health care law and government affairs and is
experienced in administrative law, general business law, bond financing and litigation.
